Research objectives

The overall objective of the thesis is to develop theory, build an analytical framework to test the direct impact of local management activities on sustainable development outcomes in Quang Ninh province. Based on this results, the thesis will identify the priority of local management activities that need to pay attention and propose solutions and recommendations for Government and Quang Ninh province in promoting and fostering sustainable local development.

Research object of the thesis:

The thesis focuses on eximining the influence of management of local sustainable development on the sustainable development outcomes of Quang Ninh province.

Research methods

  • Statistical method: to describe and estimate the influence of local management activities on sustainable development outcomes.
  • System analysis method: to assess local management activities and identify the factors that promote as well as the factors that hinder when implementing strategies and plans for local sustainable development.
  • Comparative method: to compare analysis results and discuss the local sustainable development indicators over the years as well as compare this indicator of Quang Ninh with another provinces in Vietnam.
  • Modeling method: to analyze and forecast factors affecting local sustainable development.
  • Expert method: to interview stakeholders in the local management process in order to identify priority key indicators in local sustainable development.

The major results

  • Synthesize the theory of sustainable development, management of local sustainable development, and propose a research model to test the influence of local management activities on sustainable economic development, social, environmental, and local non-traditional security outcomes.
  • The regression analysis show that local management activities include (i) Developing strategies and plans for sustainable development, (ii) Leadership for sustainable development activities, (iii) Resources for sustainable development management, and (iv) Inspection and supervision for sustainable development have a positive impact on sustainable development outcomes in terms of economy, society, environment schools, and ensure non-traditional security in Quang Ninh province.
  • The thesis also proposed 4 groups of solutions and recommendations focusing on (i) Sustainable development strategies and plans, (ii) Leadership for sustainable development activities, (iii) Resources for sustainable development management, and (iv) Inspection and supervision for sustainable development for Quang Ninh province in order to help the province improve the effectiveness of local sustainable development management, contributing to achieve the local development goals of Quang Ninh province to 2030, with a vision to 2050.

Thesis contributions to theory and practice

Thesis contributions to theory: First, the results of the thesis will add to the science of sustainable development management in general and sustainable development management in a developing country in particular. Second, this study added the dimension of ensuring non-traditional security issues to the scale of sustainable development results. This is one of the important contributions to theory because prior scholars often focused on 3 groups of economic sustainable development indicators. economic, social and environmental. Third, the thesis makes an important contribution to methodology by estimating the direct effects of local governance activities on local sustainable development results in the economic, social and cultural context in Quang Ninh province.

Thesis contributions to practice: First, the thesis has shown which management activities will have the most impact on local sustainable development results so that local administrators can have priority policies and programs to solve the problem. Second, the thesis has proposed solutions and recommendations about planning, organizing, leading, and controlling on local development management for Quang Ninh province. Third, the research results contribute to improving the effectiveness and efficiency of state management tools on protecting the environment and resources, ensuring sustainable local development.

On November 1, 2023, HSB was honored to receive Honorary Professor of Public Policy, Terry F. Buss, to officially participate in teaching and advising programs. training at HSB.

Mr. Buss received his Ph.D. in Political Science and Applied Mathematics from Ohio State University, USA in 1976, and is an Honorary Professor at Urals University of Economics, Russia; Professor Emeritus at the University of Akron, USA; Distinguished Professor of Public Policy at Carnegie Mellon University, Australia. The recruitment exemplifies HSB’s initiatives to raise the caliber of education and foster global collaboration. HSB will continue to rank this as one of its top strategic priorities to further develop and promote HSB’s global capabilities.

With over 30 years of research experience, Mr. Buss has held a variety of positions and roles in important management and consulting roles, including advisor to the World Bank and the US Ministry of Housing and Urban Development. He has also held management positions in numerous schools and research agencies around the globe, and he has won numerous awards and recognitions, including the Brizius Award for his contributions to the government in the field of policy in 1997, the Outstanding Researcher Award of Year at Suffolk University in 2001, the Thomas R. Dye Award for Outstanding Contribution to National Policy Research Organizations in 2000, and numerous other honors and achievements.

Professor Terry engages in active teaching at numerous colleges across the globe, including Carnegie Mellon University (Australia), Florida International University (Miami), Suffolk University (Boston), University of Akron (Ohio), and others, in addition to his consulting and management work. Professor Terry has extensive experience in scientific research, having worked on many projects in the United States, England, Wales, Australia, Italy, Czech Republic, Hungary, Romania, Bulgaria, Canada, Colombia, Singapore, Iraq, South Africa, and Vietnam, among other places.

He took part in giving guidance and assistance during the establishment of Fullbright University Vietnam’s School of Management and Public Policy. Furthermore, he is a regular lecturer, consultant, researcher, and commentator who writes a lot of insightful pieces that are frequently featured on well-known Vietnamese news websites including The Courier, Vnexpress, Tuoi Tre, Viet Times, VietnamNet, Voice of Vietnam, Song Viet Magazine, and Defense Magazine. Economic Opportunities & Challenges

Mr. Dubrovsky delved into the economic aspects of this partnership. He discussed the dynamics of foreign investment in Vietnam, emphasizing that investors may not always seek direct permission from local authorities, as universities and other entities maintain their independence. The lecturer expressed optimism about Vietnam’s attractiveness for long-term investments, citing factors such as the country’s dynamic environment, a well-educated population, and global respect. He highlighted the importance of the private sector as the engine for economic growth, explaining that the U.S. places the weight of economic development on private enterprises, which operate independently, identifying opportunities and pursuing them proactively. Dinh Trung Hieu occupies a prominent position among the pioneering figures in the realm of climate entrepreneurship in Vietnam. Currently, he serves as the co-founder and CEO of Nuoa.io, a technology startup that specializes in offering management solutions and greenhouse gas (GHG) emissions reports to assist businesses in achieving sustainable development goals. Furthermore, Mr. Hieu has assumed leadership roles as the General Director of Strategy at Arches Ltd, an Asian financial research services company, as well as the Head of Trade Marketing for the Southeast Asia region at AB InBev, a global beverage conglomerate. He is also recognized as a founding member of the Vietnam office of Boston Consulting Group, a renowned player in the global strategic consulting industry.

Drawing from his wealth of experience and practical case studies in industries such as textiles, garments, education, and food, Mr. Hieu conveyed to HSB students the significance of Environmental, Social, and Governance (ESG) considerations. Additionally, he shed light on global consumer preferences and offered valuable recommendations for Vietnamese businesses seeking to align themselves with emerging opportunities in this domain.

ESG, standing for Environmental, Social, and Governance, has swiftly emerged as a pivotal factor in the realms of business and investment. Contemporary consumers increasingly demand that enterprises demonstrate commitment to environmental stewardship, social responsibility, and sound governance practices. The Commencement 2023 was a momentous occasion, attended by approximately 140 new bachelors and masters across four programs: Bachelor in Management of Enterprise and Technology, Master in Management of Nontraditional Security, Master of Business Administration (HSB-MBA), and Master of Science in Business Management (MBM). The ceremony garnered participation from over 100 esteemed HSB lecturers, leaders, and staff members, alongside distinguished representatives from various departments in the Vietnam National University.

Commencement 2023 showcased HSB’s enduring commitment to its core values and academic principles, with the Academic Procession overseeing the proceedings. The event featured captivating musical performances by HSB students, including a special appearance by guest singer Suni Ha Linh. The highlight of the ceremony was the solemn conferral of degrees upon the new masters and bachelors, conducted by a 14-member Academic Procession comprising leading professors and doctors from HSB and representatives from the academic department, student affairs department of the VNU.

Notably, during the ceremony, Colonel General, Associate Professor, Dr. Bui Van Nam presented four pens engraved with his name to four outstanding new graduates, recognizing their exceptional academic achievements, resilience in overcoming challenges, and contributions to school activities. In addition to commemorating the 28th anniversary of the school and the 30th anniversary of VNU, the commencement of the new school year 2023-2024 signified a momentous step for HSB. It marked the initiation of a new journey as HSB embarked on its first academic year with all training programs internationally accredited by ACQUIN, a renowned organization with a successful track record of accrediting more than 7,000 higher education programs across 29 countries and territories, namely Technische Universität München at Top 50 worldwide, and Ludwig-Maximilians-Universität München at Top 60. Addressing the audience during the opening ceremony, Associate Professor Dr. Hoang Dinh Phi, Rector of HSB, emphasized, “HSB’s accreditation by ACQUIN, a prestigious international accreditation organization, has paved the way for comprehensive integration in compliance with international higher education standards. Soon, society will reap the benefits of well-trained and quality-assured human resources that meet international standards, provided by HSB to the labor market.”

Furthermore, HSB has been granted official membership in the American Association of Schools of Business (AACSB), one of the world’s foremost accrediting bodies for business schools. As an official member, HSB was committed to expanding its collaboration with the AACSB network and is poised to pursue AACSB accreditation in the future.

HSB’s admission process is characterized by rigorous selection procedures, encompassing EQ (Emotional Quotient) interviews, assessments of English proficiency, and academic achievement evaluations. In the fifth year of implementing the undergraduate program, HSB has carefully chosen nearly 400 new students for four programs in the 2023-2024 academic year. These individuals exhibited exceptional academic prowess and possessed talents in music, art, editing, and so on. On 5-7 September 2023, Dr. Hoang Anh Tuan, Dr. Hoang Anh Tuan, Lecturer and Research Manager, Tech and Cybersecurity, Institute for Nontraditional Security (INS) under HSB, Vietnam National University participated in the Symposium on Accelerating Science, Technology, and Circular Innovation in Southeast Asia in Jakarta, Indonesia. Dr. Tuan sat in the panel discussion on Panel Discussion: Building Resilient and Secure Digital Infrastructure in Southeast Asia, exploring the importance of resilient and secure digital infrastructure in the region.
