(Hanoi, October 28) The distinguished guest lecturer, Mr. Konstantin Dubrovsky, who serves as the Deputy Economic Counselor at the United States Embassy in Hanoi, undertook a visit to the N?n t?ng tr�� ch?i th? th??ng (HSB) to engage in an instructive discourse with the academic community. The thematic foundation for this academic interaction resides in the recent elevation of the Vietnam-US diplomatic relationship to a comprehensive strategic partnership, signifying the initiation of a novel phase in their bilateral collaboration. Mr. Dubrovsky, a highly regarded expert in the realm of international economics and diplomacy, enriched the academic milieu with his profound insights on various subjects.

Bilateral Upgrade

The recent upgrade of Vietnam-US relations to a comprehensive strategic partnership represents a significant milestone, signaling a new chapter in bilateral friendship and cooperation. This upgrade demonstrates the mutual desire to deepen the partnership, with an expanded scope of collaboration across various sectors, including trade, security, education, technology, and culture. The partnership reflects shared values and goals in the Indo-Pacific region, emphasizing peace, stability, and prosperity. It not only opens doors for economic opportunities but also encourages cooperation in security, education, and technology. This development is underpinned by mutual respect and sovereignty, respecting each nation’s independence and territorial integrity. The comprehensive strategic partnership creates a model for positive relations, promoting diplomacy and dialogue as essential tools in addressing international challenges. Mr. Dubrovsky’s presentation at HSB highlighted the significance of this upgrade and the promising prospects it offers for both Vietnam and the United States in the broader region.

Economic Opportunities & Challenges

Mr. Dubrovsky delved into the economic aspects of this partnership. He discussed the dynamics of foreign investment in Vietnam, emphasizing that investors may not always seek direct permission from local authorities, as universities and other entities maintain their independence. The lecturer expressed optimism about Vietnam’s attractiveness for long-term investments, citing factors such as the country’s dynamic environment, a well-educated population, and global respect. He highlighted the importance of the private sector as the engine for economic growth, explaining that the U.S. places the weight of economic development on private enterprises, which operate independently, identifying opportunities and pursuing them proactively. The role of the government is seen as one that facilitates rather than dictates investments. Due diligence is crucial for companies looking to invest, and they should not rely on the government for directions in this regard.

Indo-Pacific Economic Framework

Touching on a broader scope, Mr. Dubrovsky discussed the Indo-Pacific economic framework. This framework represents a strategic approach to regional engagement and cooperation in the Indo-Pacific region. It aims to strengthen ties between countries in this region and create a more connected and prosperous community. The discussion emphasized the United States’ commitment to the Indo-Pacific region, with a particular focus on strengthening economic partnerships and fostering shared economic growth. He emphasized that despite the apparent differences between American political parties, the direction of the country’s foreign policy remains relatively consistent. The speaker encouraged the audience to focus on the consistent aspects of U.S. foreign policy rather than political campaign rhetoric.

The delegation, which included Avery Rodriguez, Partnership Officer; Alan Brinker, Embassy Climate Officer (U.S. Embassy to Vietnam); and Hoa Nguyen, Embassy Economic Specialist (U.S. Embassy to Vietnam), warmly welcomed by Assoc. Prof Hoang Dinh Phi, Rector of HSB, Lieutenant General, Prof. Nguyen Xuan Yen, Director of Institution of Nontraditional Security and HSB management team. 

The visit and discussion marked the beginning of a collaborative effort aimed at addressing climate challenges along with other nontraditional security issues through entrepreneurship and innovation, emphasizing the commitment of both the United States delegation and HSB to tackle and educate climate change issues.

On November 10, 2021, Mr. Tan Wan Chiang �?Sales Director of Identi3, Singapore had a session to share cultural factors in business activities in Singapore with students of HSB.

With more than 16 years of experience working in many countries such as Singapore, Malaysia, Indonesia and China, Mr. Chiang is a well-known expert in the field of Human Resources and has consulted for many multinational companies such as TOTAL Oil, Changi Airport ( Airport Emergency Services), KFC / Pizza Hut, Lazada, PSB Academy, SMU, Airbus, National Health Group, STjobs, Cycle and Carriage, Fullerton Hotel, Regent Hotel�?/p>

Mr. Tan Wan Chiang has shared with HSB students about how to work in a multicultural environment with many interesting and practical examples through his own experiences.

Through a friendly and open 2-hour sharing session, Mr. Chiang helped HSB students become well aware of the importance of culture in business and prepare them for future work in a multinational environment.

Within the framework of the symposiums, ASEAN participants shared valuable insights and discussions on cybersecurity awareness in the ASEAN region. All attendees, including the Philippine Deputy Minister of Information and the Thai Cybersecurity Director, exchanged useful knowledge and experiences regarding cybersecurity governance and policy development in their respective countries. The program participants also had the opportunity to engage with representatives from Microsoft, Amazon, and research organizations in the U.S. and ASU, discussing current trends, technologies, cybersecurity governance policies, as well as future opportunities and challenges in the field.

The representatives from ASEAN countries and the organizing committee also recognized Vietnam’s efforts in issuing a national cybersecurity strategy and its specific achievements in cybersecurity, such as ranking in the top 25 of the Global Cybersecurity Index (GCI). The organizing committee and the U.S. Department of State were impressed by the establishment of the Non-Traditional Security Institute at the School of Business and Management, Hanoi University. This opens up opportunities for research collaboration and exchanges related to non-traditional security governance at Hanoi University within the framework of the U.S.-ASEAN Science, Technology, and Innovation Cooperation program (STIC). ASU representatives also expressed their goodwill and proposed various collaboration ideas for future plans in Vietnam with HSB and Hanoi University.

On March 1, 2023, the Board of Directors of the School of Business and Management (HSB) had a meeting with representatives from the U.S. Embassy in Vietnam to discuss future collaboration plans.

The exchange involved the participation of Associate Professor Hoang Dinh Phi – HSB’s rector, Associate Professor Nguyen Ngoc Thang – HSB vice rector, Ms. Kim Vo – an economic specialist at the U.S. Embassy, and Ms. Wendy Ng – Lieutenant Commander, U.S. Navy, Naval Attaché.

With a spirit of goodwill, both parties discussed opportunities for collaboration in research and teaching in the fields of Business Administration and Non-Traditional Security.

Through this working session, HSB and the U.S. Embassy aim to provide interesting and practical experiences for upcoming Bachelor’s, Master’s, and Doctoral programs at the university.

Once again, sincere thanks to the representatives of the U.S. Embassy for taking the time to work with HSB, and it is promising to anticipate further collaboration in the future.

The seminar provided insights from an experienced researcher, highly regarded by top economic and management journals, on the methods of publishing scientific research in international management journals. The sharing session by Professor Markus offered HSB’s faculty members and research students the opportunity to learn more about how leading journals evaluate research and better prepare themselves for a successful academic career.
